《微软 Encarta 百科全书》是世界最受欢迎的百科全书，它诞生于 1993 年，目前最新的版本为 2009 版。Encarta 与大英百科一样内容丰富，它包含数千万字的专业文字资料，数十万张图片和海量的视频、音频、交互动画等多媒体资源，而且界面华丽，安装、使用相当方便。更为重要的是，微软几乎每周都会为 Encarta 提供在线更新，为使用者送来最新的信息。如果说大英百科凭借其颇具学术价值的文章而成为权威的知识库，那么 Encarta 从综合使用的角度则是目前当之无愧的最佳百科全书。
Encarta 目前有两种发行方式：一种是作为 Microsoft Student （微软学生）套件的一部分，另一种是单独发行的版本。作为电子版百科全书，两者的内容是完全相同的。所不同的是，Student 除了包含 Encarta 这个大型知识库外，还带有适合学生使用的工具软件，如 Learning Essentials（Office 模板，用于论文、报告）以及 Microsoft Math（数学工具）等，相应体积也要大出不少。
Overview System Requirements :
To use the Microsoft Encarta Premium 2009 multimedia encyclopedia, you need:
Personal computer with a Pentium 600-megahertz (MHz) or faster processor (1 gigahertz [GHz] or faster processor recommended).
Windows XP operating system with Service Pack 2 (SP2).
256 megabytes (MB) of RAM (512 MB or more recommended).
1.6 gigabytes (GB) of available hard disk space.
Microsoft .NET Framework 2.0 (included on disc), requiring between 210 MB and 620 MB of hard disk space.
DVD-ROM drive.
High-color–capable or better video card with a minimum 800 × 600 resolution (1,024 × 768 resolution recommended).
Microsoft Mouse, Microsoft IntelliMouse pointing device, or compatible pointing device.
16-bit sound card and headphones or speakers.
Additional items or services are required to use certain features:
Encarta Kids requires an additional 430 MB of hard disk space.
Copy to Hard Drive requires an additional 1.8 GB of available hard disk space.
Access to sounds and videos requires Windows Media Player 8.
Access to interactive media requires Adobe Flash.
To use Update Encarta, Web Links, and Weather or Radio Links, you need:
A 28.8-kilobits-per-second (Kbps) or faster modem.
An Internet connection.*
Up to 4 MB of additional hard disk space required for each month’s installment.
Note: Content updates are available until October 2009.
*Internet functionality may require payment of a separate fee to an Internet service provider (ISP); local and/or long-distance telephone toll charges may apply.

这个Robert看来也是已经气到不行了。不知道他这么cynical的人批判的到底是哪个版本的encarta，我用的2008年的版本里面在他主要说的灯泡的问题上我觉得还是给予Swan以足够的尊重了。而且，我觉得Bill的辩解可以接受。关键不同是Britannica是一个学术机构而Ms是一个软件公司，我想他虽然是有理有据，但是有点小题大作。encarta作为百科全书是众所周知，但是encarta明确提示了版权归属和内容合法性，学术论文都不会以encarta为准，这也是为什么作为Student组件的原因。每个国家的教育都会有所偏颇，每个人接受同样的教育也会有不一样的结果，特别是对历史内容，对同一个事件的解读往往早已湮没了事件的本真，同一段历史出现在不同国家的教科书里有着完全不同的面貌这一点我们中国人应该一点都不陌生吧。在这个问题上，Robert所说的“绝对的事实”也受制于他自己的教育状况和对该历史解读的信息来源，很难说Robert这个英国人在这件本身就存在英美对立的事件上完全站到了一个正确的客观角度。Britannica本身每一个版本所修订的内容也不在少数，比如说对于东印度公司的内容。在这些错误被修订前估计也有人会酸酸的摇头说，Too late, Robert 之类的吧。所以，我觉得没必要因噎废食，Encarta还是要用的。不过谢谢agrothendieck，我用Encarta很久了，第一次发现这个问题。

微软的官方解决方案：
单击 开始 ， 单击 运行 , 输入 services.msc -s 然后单击 确定 。
找到Remote Procedure Call (RPC)这一项 。
查看是否处于是否“启动”状态 。
查看启动类型是否为“自动” 。
单击 开始 ， 运行 ， 键入下列命令（每次一个），然后点击确定。
regsvr 32 softpub.dll
regsvr 32 wintrust.dll
regsvr 32 initpki.dll
regsvr 32 dssenh.dll
regsvr 32 rsaenh.dll
regsvr 32 gpkcsp.dll
regsvr 32 slbcsp.dll
regsvr 32 cryptdlg.dll
接下来重新启动计算机。
再次尝试安装 Encarta。
