艾伦是来至警察世家，父亲已经退休，兄弟杰和巴瑞二人，一是摩托骑警的队长，一是犯罪化验室的化学家。中央市出现飞车党，半夜抢劫市区，放火杀人，无恶不作。中央市警局展开追缉飞车党行动，巴瑞负责采验罪犯留下的泥土痕迹，在实验室中工作时发生爆炸，巴瑞被闪电击中而成为带有电能的闪电侠。飞车党继续猖狂，杰受命担任特遣部队指挥，原来飞车党头子派克，过去也是警察，对杰怀恨在心，于是杀了杰，巴瑞发挥超能力，终于制服派克与飞车党。闪电侠以漫画人物造型搬上萤幕，获得全美观众的喜爱，闪电侠以他快速移动的旋风，打击罪犯，使观众大呼过瘾。
